No person shall stop any vehicle at any Commercial Vehicle Loading Zone listed in Schedule 15 during any time specified therein, provided suitable signs are erected and maintained, saving and excepting a commercial vehicle while being loaded and unloaded for a period of time no longer than is reasonably necessary for such purposes.
