Despite section 4.1, no licence shall be required under this By-law for:
a dog which has not been weaned and which is under the age of 12 weeks; or
- (b) a dog which is temporarily kept at a kennel, if the dog, when not being kept at the kennel, is kept at premises located outside of the City.
