Every Person who holds a Kennel permit or Breeder permit shall allow, at any reasonable time, an Animal Control Officer or other authorized employee or agent of the City to inspect the Property, other than any room or place used as a Dwelling, to determine whether all requirements of this Bylaw are being complied with.

6.3 The holder of a Breeder permit shall comply with the conditions listed in Schedule B of this Bylaw at all times, and a Person is not eligible for a Breeder permit or the renewal of a Breeder permit unless all of the conditions listed in Schedule B of this Bylaw are met
