Fences, barriers and retaining walls shall be kept:
- (a) in good repair;
- (b) free from accident hazards;
- (c) protected by paint, preservative or other weather-resistant material;
- (d) so as not to present an unsightly appearance; and
- (e) free of barbed wire.
