All fences, barriers or retaining walls around or on non-residential Property shall be kept:
- (a) in good Repair; and,
- (b) free from accident hazards; and,
- (c) protected by paint, preservative or other weather-resistant material; and
- (d) so as not to present an unsightly appearance.
