For the purposes of this section, a Dog shall be deemed to be at large if:

• a) it is found on any Property where consent has not been given by the Property

owner, or not within an area designated as an "Off Leash Dog Area" pursuant to the Park Use By-law No. 19-22;

• b) it is not on a leash which provides effective Care and Control when not on

the Owner's Property or within a building or Dwelling Unit.
