the height of the wood fence in the back yard does not exceed 2.4 metres (8 feet) and;
- (b) the fence was not erected prior to the enactment of this Chapter and;
- (c) no other area fencing be increased or built exceeding the 1.9 metre (6 feet) provision without first applying foran amend- ment; and,
