[Amended 2004-06-24 by By-law No. 559-2004; 2008-04-29 by By-law No. 349-2008; 2009- 26 05-27 by By-law No. 570-2009 ] Subsection L does not apply when a mercantile occupancy is staffed by a single operator or attendant, and complying with the availability requirements in Subsection L would cause a security problem. 28
