No person driving or in charge of a motor vehicle shall leave the motor vehicle unattended in or on any car-park unless it is locked in a manner as to prevent its operation by any person not authorized by the owner, driver or person in charge of the motor vehicle. [Amended 2013-07-19 by By-law 1086-2013]
