A decision of the Windsor Licensing Commission refusing, suspending, revoking or imposing conditions on an application or Licence takes effect upon the rendering of such decision by the Windsor Licensing Commission. No licensee shall Operate or carry on the activity for which the Licence was issued while his Licence is under suspension.
