No person, other than a designate of the SUPERVISOR,PARKING OPERATIONS carrying out its duties, shall operate a MOTOR VEHICLE on a SIDEWALK or FOOTPATH except for the purpose of directly crossing the SIDEWALK or FOOTPATH at a DRIVEWAY.
