316. No person shall remove any notice or ticket affixed or placed on a vehicle by a #5107 Bylaw Enforcement Officer or a Peace Officer, or other persons acting in 09/08/14 another capacity on behalf of the municipality unless he or she is the owner or operator of such vehicle.
