a security deposit (which may take the form of cash or an irrevocable letter of credit from a financial institution acceptable to the Director of Finance if the security deposit is for more than $500.00) in an amount equal to 120% of the estimated cost of constructing the culvert and/or installing the boulevard tiling, as determined by the Engineer; and
