Unless otherwise specified by Council as part of its decision, any variance granted pursuant to this Section 9 shall be effective and valid until such time as the Fence to which the variance applies is substantially replaced or removed entirely.

- 9.8 Upon a decision being made pursuant to Section 9.7, the Director or CBO, as applicable, shall provide the applicant, and any Owner of a property that is abutting the property subject to the application, a written notice of the decision
