No person shall erect or display, or cause to be erected or displayed, a sign within a visibility triangle, unless such sign has a minimum clearance of 2.4 m (7.9
- ft) above the finished grade. This provision is not applicable where the ground sign is 1.2 m (4
- ft) or less in height; and
