The provisions of this By-law shall be without effect in the event of a conflict with the appropriate practices, as deemed by the Town, of the following:
- an animal hospital, clinic or facility that is lawfully operated or supervised under the direction of a veterinarian licensed by the College of Veterinarians of Ontario;
