No Person shall Discharge Consumer Fireworks except on Victoria Day and Canada Day or on the day immediately preceding or on the day immediately after Victoria Day and Canada Day unless the person has applied for and been issued a Fireworks Special Occasion Permit, in which case the Consumer Fireworks shall only be discharged at the date, time, location and site shown on the Fireworks Special Occasion Permit.
