No person other than the person to whom it was issued, or a person conveying the person to whom it was issued, or a person conveying a person with a disability for a corporation or organization that provides transportation services primarily to persons with disabilities and has been issued a permit, shall use or display an accessible parking permit. BY-LAW SUBJECT TO THE HIGHWAY TRAFFIC ACT
