The City shall provide special collection services to an owner of a residential property who receives residential curbside collection with respect to household hazardous waste, provided that:
- (1) The owner contacts the Division prior to setting out the household hazardous waste; and (2) The owner complies with all directions of the Division with respect to the preparation of the household hazardous waste for setting out and collection.
