Every owner of a property shall keep their property free of refuse, except for:
- refuse that is set out for collection in compliance with the Waste Collection By-law;
- and
- (b) refuse that is required or used for a lawful business purpose that is in accordance with the Zoning By-law and any other applicable legislation.
