As part of reviewing and evaluating any application for a Noise exemption, the Manager shall consider:
- the necessity for the Noise exemption and any undue hardship and difficulty for the applicant if such exemption is not provided;
- (b) any negative impact, including on the health, welfare and safety, on any Persons that may be affected by the Noise exemption.
