Notwithstanding subsection 5.2, the owner of a Part IV Heritage Property or a Part V Heritage Property which does not conform to the Standards in this by-law shall repair and maintain the property to conform to the Standards and the property shall not be cleared of all buildings and structures that fail to do so.
