Where the Committee or the Property Standards Unit has no record of the receipt of a document alleged to have been filed, the documents shall be deemed not to have been filed, unless the Committee orders otherwise.

- 8.1 Filing of any document, excluding the request for the appeal (see Procedure No. 6), may be effected by personal delivery, by ordinary or registered mail, or otherwise as the Committee may order, to the Secretary
