No person shall obstruct, hinder, interfere, or otherwise behave in a manner that is offensive to a City employee, the Collection Contractor, its representatives, and agents including indulging in violent, threatening, or illegal conduct or use of profane or abusive language or create a nuisance or in any way interfere with Municipal Collection Services.
