All expenses incurred by the City in connection with the enforcement of this By-law shall be paid to the City by the Person owing those expenses and may be collected in the same manner as property taxes by adding the expenses to the tax roll of the property from which the Obstruction of the Highway or maintenance of the Boulevard relates.
