The Licence Issuer shall:
- issue a new Licence or renew a Licence when,
- (a) an Application is made in accordance with the provisions of this By-law;
- (b) the Application is complete;
- (c) the applicable Licence Fee is paid; and
- (d) the Application meets all of the requirements under this By-law,
unless there are grounds to refuse to issue a new Licence or renew a Licence as set out in this By-law;
