Where service cannot be carried out in accordance with subsection 63. (3), the Inspector may place a placard containing the terms of the order in
a conspicuous place on the property to which the contravention or Licence applies, and the placing of the placard shall be deemed to be sufficient service of the order on the Person or persons to whom the order is directed.
