No sign shall be located within 600 mm (2

• ft) of the vehicular traveled portion of a highway, private laneway, drive-through lane or parking area unless the minimum vertical distance between grade and the bottom of an overhanging sign shall be at least 4.25 m (13.94 ft), except for a clearance or headroom sign or where an alternative solution is accepted by the Chief;
