The provisions of this by-law do not apply to any sign or advertising device that is lawfully erected or displayed on the day the by-law comes into force so long as the sign or advertising device is not altered. The maintenance and repair of the sign or advertising device or a change to the message displayed shall not be deemed to constitute an alteration to the sign. ENFORCEMENT
