Where signs to that effect are displayed on the highway or portion of a highway set out in Column 1 of Schedule X of this by-law between the limits set out in Column 3 of the said Schedule during the times and days set out in Column 4 of the said Schedule, the maximum rate of speed in kilometres per hour shall be that set out in Column 2 of the said Schedule.
