Every owner and operator of a body-rub parlour shall ensure that every body-rubber performing services in a body-rub parlour owned or operated by him notifies the Director of Licensing before such services commence, or so soon thereafter as is reasonably possible, and shall return the body-rubber’s licence to the body-rubber upon the termination of his or her employment.
