The applicant for a seasonal produce vendor’s licence shall provide the Director of Licensing with:

• written proof that he or she has the permission of the owner of the property upon which seasonal produce will be offered for sale, to use the property for such purposes, at the time the application is filed; and
• (b) verification from the Building Services Division of the Planning and Economic Development Department of the City, that the use of the property upon which seasonal produce will be offered for sale, is permitted under the applicable zoning by-law.
