Despite section 4.5,
no person shall construct a fence that is greater than 2.4 metres (8 feet) in height along the rear or exterior side of a property where the rear or exterior side of the property abuts on a highway that is designated as a freeway, expressway or arterial road in the official plan that applies to the area.
