Despite section 4.5,
no person shall construct a fence that is greater than 2.7 metres (9 feet) in height on or around an industrial property, a public utility, an installation for the generation and distribution of electricity, a pipeline valve, a storage site for chemicals and explosives, a sludge pit or a property used for a similar or related purpose.
