No person shall deposit any glass, nails, tacks, scrap metal, handbills, notices, advertisements, litter, debris, rubbish, refuse or waste on a highway, except in receptacles provided for this purpose or in accordance with the applicable bylaw or bylaws regulating the collection, removal and disposal of waste.
