1) An Officer who, after inspecting a property, is of the opinion that the property is in compliance with the standards established in this by-law may issue a certificate of compliance to the owner. 2) An Officer shall issue a certificate of compliance to an owner who requests such a certificate and who pays the fee set out in Schedule “A” to this by-law if, after inspecting the property, the Officer is of the opinion that the property is in compliance with this by- law.
