City guide
Ottawa filing a complaint by-law
Ottawa writes this as a by-law. The same rule is also searched as bylaw and as "by law".

This is a guide, not legal advice and not the bylaw. Bylaw Insider does not re-host bylaw text. Amounts, deadlines, and wording are on the ticket and on the city site. We last checked the official links on 15 October 2026.
Ottawa takes by-law complaints through 3-1-1, by phone and online, in English and French. The report should name the address, describe what you observed, and say when it happens. You will get a reference number. That number is the status key.
Staff triage safety and whether the facts fit a by-law. A neighbour dispute that is really a civil matter will not become an order because it was phrased as one. Private towing disputes often belong with the provincial consumer rules and the contract, not with property standards.
Bylaw Insider does not accept complaints for the city and does not contact enforcement staff on a reader's behalf.
