Toronto filing a complaint by-law

This is a guide, not legal advice and not the bylaw. Bylaw Insider does not re-host bylaw text. Amounts, deadlines, and wording are on the ticket and on the city site. We last checked the official links on 15 October 2026.

Toronto's public intake for bylaw, noise, property standards, and many other non-emergency problems is 311. You can call or use the web form. The service is not the police emergency line. If someone is being hurt, that is 911, not a bylaw page.

A useful complaint names a place precisely enough for an officer to find it, says whether the problem is happening now, and leaves a callback. Vague reports ("the building on the corner") sit longer. You should receive a service-request number. Keep it. It is how you ask for a status later.

City staff decide whether the facts, as stated, fall in a bylaw they enforce. Not every annoyance does. Private-lot disputes between a driver and a tower are often a provincial consumer or towing complaint, not a 311 property file. Read the ticket or the tow receipt before you pick the queue.

Bylaw Insider does not take complaints and does not forward them to the city.
