Toronto parking by-law
Toronto writes this as a by-law. The same rule is also searched as bylaw and as "by law".

Toronto parking on city streets is written into the municipal code. The code index is the front door: look for the traffic and parking chapter (long published as Chapter 950) and the schedules that list streets, hours, and permit areas. Paid on-street spaces, rush-hour routes, and permit parking are different rules. A green sign or a pay station does not override a rush-hour prohibition posted on the same block.
Enforcement on the street is a city function, split in practice between parking enforcement officers and the Toronto Parking Authority's paid-parking operation. A ticket on a windshield or a notice later in the mail is a city penalty. How to pay it, and how to ask for a screening, is on the city's tickets and fines pages. Do not take a deadline from a blog, including this one.
Private property is the other half of the trade. A lot owner, or a contractor the owner hires, may have a vehicle removed when the signs and the provincial towing rules allow it. The towing directory lists a company only after a public signal is checked.
If you manage a lot, the practical question is whether the signs match the contract. If you received a ticket, the practical question is which office the ticket names. Both answers live on toronto.ca.

Common questions
Where is the parking bylaw?
Toronto publishes parking rules in the municipal code. Start at the code index and open the traffic and parking chapter. The code page, not this summary, is the text.
Is a private-lot tow the same as a street ticket?
No. Street parking is a city regime. A private lot is enforced under the property owner's signs and the provincial towing rules. Read the signs and the city's towing pages before you treat them as the same thing.
