City guide
Montreal business licensing règlement
Montreal publishes a règlement municipal. Without the accent, the spelling is reglement. The same rule is also written bylaw or by-law, and searched as "by law".

This is a guide, not legal advice and not the bylaw. Bylaw Insider does not re-host bylaw text. Amounts, deadlines, and wording are on the ticket and on the city site. We last checked the official links on 15 October 2026.
Montreal requires permits and certificates for particular occupations and for particular uses of a building. The bylaw search and the city's permit services list them. A provincial security or towing credential is issued by Quebec, not by the borough clerk. Businesses in this directory often hold one, the other, or both.
Applications are filed with the city. An English interface exists for many services. The underlying bylaw is French. The French edition of this guide is the Quebec-facing page.
The directory lists a Montreal firm only after a real submission is approved.

Common questions
Are occupancy certificates the same as a provincial security licence?
No. A city permit to occupy or operate is not the provincial licence for guards or investigators. Confirm each with the office that issues it.
