No person shall PARK a VEHICLE on a HIGHWAY in such a manner that any part of the VEHICLE is on or over the BOULEVARD, unless: the BOULEVARD has been improved by the CITY for the purpose of PARKING and OFFICIAL SIGNS indicate same, or
