No Person shall instruct or assist in the instruction of Persons in the riding of Horses at an Instructional Riding Establishment or conduct or lead or assist in the conducting or leading of a trail ride at a Trail Riding Establishment while taking, consuming, and possessing or being, or appearing to be, intoxicated by alcohol or a DRUG.
