shall submit to the Director of Licensing an operational plan, addressing the operation of their facility during construction, renovation, addition or alteration, a minimum of 90 days before commencing such construction, renovation, addition or alternation; and
- (b) shall not commence construction, renovation, addition or alteration of a facility until the Director of Licensing has given them written approval of the operational plan submitted under subsection (a).
