In the event of a conflict between the provisions of this By-law and the provisions of any other City By-law, the provisions of this By-law prevail.
GENERAL OBLIGATIONS AND PROHIBITIONS 5.(1) No person shall construct or permit to be constructed a pool unless a permit has been issued.
