The provisions of paragraphs 12(2)(a) and 12(2)(d), and of subsection 13(1) of this by-law do not apply to prevent the stopping of a taxicab provided:
- (a) it is operated under a valid taxi license;
- (b) it is stopped only while actively engaged in the process of receiving or discharging passengers, including the processing of fare payment.
