No person shall park a vehicle in a permit parking zone, who is not the eligible applicant to whom a parking permit has been issued and is in force provided that this shall not prohibit the parking of a vehicle for which a valid parking permit has been issued, by a person on behalf of the person to whom the said parking permit had been issued.
