No person shall park any vehicle in a permit parking zone except a vehicle for which a parking permit has been issued and is in force and effect and is affixed permanently to the inside of the lower left corner of the windshield facing the exterior of the vehicle on the driver's side and is in clear view from the exterior of the vehicle, provided that this provision shall not prohibit the parking of vehicles displaying a "home services parking permit".
