Markham : Règlement no 2018-91, art. 3.2(2) — Animal Control By-law

Where a dog is found to be at large, the owner shall be deemed to have caused or permitted it to be at large, unless the owner can prove, on a balance of probabilities that he or she took all reasonable precautions to control the dog and to prevent the dog from being at large.
